The Governor of Upper Nile State, Jacob Dollar Ruot, says civilians have started returning to Nasir County days after he relocated his office to the area to address rising insecurity. Last week, Governor Dollar moved to Nasir alongside several state ministers for the second time since last year in an effort to restore security and encourage civilians displaced by violence in 2025 to return to their homes. Speaking to Eye Radio this afternoon, the governor says about 10,000 civilians have so returned from Ethiopia and neighbouring counties since his last visit to the area in December 2025. However, he says the civilians are facing a serious lack of shelter, water, and other basic services. He said his government has stabilised security and started repairing boreholes to address water shortages facing the residents. “Since our arrival with ministers and government officials, the community has gained morale. People are now returning in large numbers because they feel safe and secure knowing the government is present. This has had a positive impact, and we have started prioritizing basic services, including access to water,” he said. Governor Dollar says several members of his cabinet have accompanied him to Nasir to support service delivery under their respective ministries. He says he intends to remain in Nasir and will only leave after security has been stabilised. “During my previous visits to Nasser, the population was much smaller. Compared to now, the difference is significant. There are now more than More than 10,000in Nasir town. As we speak, many have returned in large numbers,” he said. Governor Dollar further called on civilians who fled to neighbouring countries during the violence to return home. He said he relocated to the area to address and stabilise security so civilians can return and rebuild their lives. “I call on those who fled due to insecurity to return home. The government is committed to ensuring their safety and allowing them to rebuild their lives. People should not fear, as the government is taking responsibility for their security,” he appealed.
