Governance cluster endorses policy measures on finance, revenue collection

The Governance Cluster has endorsed several policy recommendations, including the reactivation of a ministerial committee to strengthen the finance sector, enforcement of the national e-government revenue collection system, and approval of a strategic plan for the Ministry of Parliamentary Affairs covering 2026–2030. The cluster, which brings together seven ministers, met on Tuesday and confirmed recommendations adopted during its first meeting on February 26, chaired by Vice President Rebecca Nyandeng De Mabior. During the meeting, the Minister of Cabinet Affairs, Dr. Martin Elia Lomuro, presented a memorandum proposing the reactivation of the Ministerial Adhoc Committee responsible for following up on cabinet resolutions aimed at strengthening the Ministry of Finance and Planning and building the institutional capacity of the Bank of South Sudan. The memorandum also called for the implementation of Presidential Order No. 35 of 2025, which requires government institutions to use the SSRA E-Government Revenue Collection System for public revenue collection. Signed by President Salva Kiir Mayardit on December 3, 2025, the order mandates that every government institution collect and remit money exclusively through the system of the South Sudan Revenue Authority (SSRA). It directed 15 ministries to comply with the order. Lomuro also presented a policy framework on the purchase, administration, and management of official vehicles assigned to public officials during their time in office and after leaving their positions. The cluster also considered a memorandum from the Minister of Parliamentary Affairs, Dr. Wek Mamer Kuol, outlining the policy framework and strategic plan of the ministry for the period 2026–2030. The plan was approved by the cluster. In the final agenda item, the Minister of Information, Communication Technology and Postal Services, Ateny Wek Ateny, presented a memorandum submitted by mobile network operators, including MTN South Sudan, Zain South Sudan, and Digital Holdings. The telecom companies reported operational challenges in the country, including prevailing microeconomic conditions affecting their businesses. The Governance Cluster resolved to forward the memorandum to the Cabinet for further consideration.
